CPAS provides legal advice, and this is a legal matter par excellence.

Are you sure that your kids are Belgians. In Belgium kids usually take the nationality of their father, not Belgian nationality, unless the father's country doesn't allow his children to take that nationality.

(As a general example, the Belgium-born kids of a British father born himself in the UK will also acquire British not Belgian nationality, but the Belgium born kids of a British father born himself outside the UK WILL become Belgians because British law doesn't allow them to become British. This also has the rather odd consequence that the kids of a Belgian father and of a British mother born in the UK acquire dual nationality, but not if the couple's nationalities are the other way round.)
