Advice rented property

Question

Can someone give advice what legal rights a tenant has when the heating in a rented property isn't working since Summer? Plumbers came already to check it out but couldn't find the problem, only changing the whole heating system. Do have tenants have legal rights when something like this happens, f.ex. cutting down the rent etc..? What would be following legal steps to out into consideration, i.e. lawyer, etc.?

You must check your contract first to see where the responsibility for servicing the heating lies.
Whoever is responsible, you can never, ever not pay your rent. The fact that your landlord has contractual obligations which he does not fulfil does not give you the right to ignore your part of the contract. If he takes you to court he WILL win.
