Alarm Servicing costs

Hi All
We rented a house in Brussels for 2 years and when we left the property we were forced to pay the cost of servicing the House Security Alarm eventhough we never registered the Alarm with a Security Firm and never used it. In fact we never touched it during our stay. Is this a valid cost we have to pay ourselves?
