My friend he is a Architect, He's name is Marcelo Pardo. But he's english is not so fluent, but fluent in french italiano and native spanish speaker. I am sure he would probably help you with this as long as i know he made different projects here in Brussels(resides), London and Barcelona.

we used Agnes O'Hare She is Irish and speaks French. however she will charge for an intial meeting. I am not sure if she will only do documentation she drew us up plans and organised the workmen for us. She is not the cheapest as far as her workmen but she will get it done on time and guarantee the work.
