I am in Belgium now for a short stay, but will return later for a longer stay requiring a visa. Is is possible to apply for the visa while I am here in Belgium? Would save me a much longer trip to the consulate back home.

At the very least, you ought to give us a clue as to your nationality. That would at least allow us to google your embassy for a phone number for you.
