Hi, I am residing in Belgium since July 2019 initially on deputation and since Jan'22 on a local contract. Can you please help me on the current regulations for Permanent residence? Will my initial years count towards the 5 years?

Ask at the population service of your commune. They can access your registration records and tell you from that.

Yes, for PR it will be counted but not for citizenship.
