Best ones are from Indian / Pakistani grocers.

Spices at the supermarkets are generally OK but you pay through the nose. For example, ground cumin Ducros brand 30g works out at a few cents less than 100€ a kg.
As J says, you are better off buying from Sub-Continental Grocers. Buy whole spices and grind when you want them as ground spices lose their aromatic oils very quickly. Keep a coffee grinder just for spices.
Of course, if you don't use a lot then you may baulk at buying even 100g packets.
Don't buy spices from the stalls at markets, they have been exposed to lots of light, sometimes heat (in the summer) and possibly can be quite old.
If you don't live somewhere with easy access to the aforementioned Grocers then have a look online.
deliciouslydifferent.be have a wide range and will grind their whole spices just before dispatch if you request it. There are other companies.

Bob, your earlier post led me to your food and beer blog. It's just brilliant! I laughed so much about the poor cat (sick, I know) and how you resisted any brochette-style recipes. Hilarious. Glad to hear the cat's OK. I enlarged the photo on the flyer and studied it for a few minutes and even now not sure it wasn't a wind-up. Also loved the entry referencing Duran Duran. You need to get yourself a publisher!
