Best time of day for controle technique
Well, they start at 0700. Often there will be somebody already in line even at this time, so if you arrive a little before 0700 you can be expect to be maybe nr 3 in the q. The checks are quite quick though, so you might be out already around 0730
I would recommend making a reservation online. That way you can be in and out in a very short time. The website for online reservations is

As mentioned above, the only way to "guarantee" a short queue is to reserve online. I always do it that way, and have never waited more than perhaps 10-15 minutes.
I got to the Schaerbeek centre one weekday at 8am in January (!) And was driving out before 8.15.
