Birth Certificate

Hi, A friend of mine ( non-euro), residing and working in a reputed firm in Belgium for 8 years has decided to apply for nationality, unfortunately he does not have a DOB certificate from his country of birth. He tried to get one but could not secure his DOB certificate. The commune advised to get a certificate via a court in Belgium. Does anyone have experience in getting one via a court in Belgium.
