Revolut is one of them. They are based in London and you can deposit funds via bank transfer and invest in bitcoins
BitPay and Coinbase are safe wallet, they are both based in the US but I have used Bitpay from Europe for a long time and even the VISA card connected to the American banks. Do not put your crypto on a exchange if you are not activity using the exchange for trading. It does happen that exchanges crashes and when it does there are no guarantees that you will get back what was on your account.
If you are living in Belgium or Nederland you can look up your nearest Orillia ATM is (orillia dot be). Their ATM's take cash and gives you a paper wallet or uploads it directly to your wallet. You'll have to register your ID by picture.

Facebook launched its Libra digital currency on 18 June 2019 .
Cheddar, a network of technology and business video news, had already reported that the social network was "intent" on creating a virtual currency in competition with cryptocurrencies .
Facebook Coin with Libra will probably have the highest circulation of any virtual currency, with a potential market of over two billion users.
By comparison, there are only about 23 million different bitcoin wallets and about 33 million Ether wallets - and many users have more portfolios.
The news comes shortly after Recode reported that the Social Network brought together an executive team to "explore how to best exploit blockchain on Facebook".
Although small, the blockchain team includes some of Facebook's "best executives," including alumni James Everingham and Kevin Weil and former PayPal CEO David Marcus, who is on the Coinbase board of directors.
The news makes Facebook the latest blue chip, along with Microsoft and IBM, to seriously consider blockchain applications.
