Question

If you have a Belgian mobile phone and in for example Switzerland and need to make a call, what is the cheapest

To make a call to a Belgian nr in Switzerland
To make a call to a Swiss nr

Well the cheapest is to get a pay and go Swiss sim and use that. I travel a lot and every country I go to if I plan to be there longer than a few days I get a local sim card with a small amount of credit that way I can get people to call me on that number or use it to call inside that country and sometimes also outside of that country. Roaming is a rip off no matter what you do.
