Catholic Baptism

Hi,

I am Roman Catholic and would like to baptise my sons however I don't go to church and I do not belong to a any parish either. 

Does anybody know if you need to belong to a parish to baptise your kids?  What are the procedures for baptising kids in Belgium?  Are both parents supposed to be Catholic (my husband isn't)?  Are godparents supposed to be Catholic?  Does anybody recomend a local Parish which is willing to baptise non-member or kids that have a non-catholic parent and/or godparents?

I have tried contacting an english speaking parish, but every time I email them I get no reply.  My next step is calling them, but I though I'll try my luck with this site first.
