change of commune

I have a question. I am looking for a new flat in Brussels and I need to make this change very quickly due to work permit reasons. I am wondering if adress change within the same commune is any faster than moving to another commune? or in other words, if i stay registered with the same commune do I have faster procedure as regards the police visits etc? or is it the same procedure and does not make any difference? thanks in advance.
