Cheap calling (international numbers)

Hi all,

I would like to know what is the cheapest number to call from Belgium to international numbers, in particular to Germany (fix and mobile).

I used to call with "appelbudget.be" and they were really good, they only charged 2,6 cent per minute (at least to the fixed line). However recently they stopped this service and now it's 15 cent per minute, with a different number.

Does anyone a working pre-dial number  for international (EU) calls that is nearer that cheap rate? Please don't mention "phone cards", I am just looking for pre-dial numbers.
