Question

I would like to start taking Chinese lessons in the evenings. Does anyone know of a good school in the center or next to the European institutions?

You could try contacting the Institute Libre Marie Haps - they run evening classes in some of the more unusual languages and I understand they are located near Place Luxembourg.
