Chomage

What is the procedure for chomage? When someone goes on chomage, how often does the person have to show up at the unemployment office? Or can he follow by email or regular mail? In other words, can the person be outside of Belgium for 3-4 months at a time, but still resident in Belgium and return periodically, especially if there are job?
