yes, you have to as you cannot apply for naturalization and declaration at the same time. i also waited 18 months and never got an answer so I was told to send a registered letter to the Office were I applied for naturalization.
Once I got the proof that the letter was received I went to the commune and applied for declaration. A couple of weeks later I received back the documents taht I presented for the first application.
