Civil wedding ceremony services required.

I am in need of an experienced photographer for a civil wedding next month. If he/she can do both photography and video recording the better. Then i also need a makeup artist for black skin. Anyone knows someone doing some freelance on these? I'm also try to find on google but the more recommendations the better i guess. Nothing to expensive;-).
