Question

I don't know why I don't know this by now, but is there an in-house magazine for The Commission? Can outsiders advertise in it? Any other in-house magazines that might fit the bill with a wide, 'captive', ex-pat audience? TIA

Yes, there is a monthly magazine called Commission en Direct. You can download the September 2013 issue from here http://bookshop.europa.eu/en/commission-en-direct-pbKTAA13006/?CatalogCa....
The magazine does not accept any advertisement from outsiders.
Some of the trade unions have their own magazines and those contain loads of ads for cars, banks, loans, beauty institutes, real estate, etc. etc. but lots of people just bin those magazines without opening them.
