Complaining about a dentis

Who do I contact to report a dentist for malpractice by giving his patient another patient's false teeth and charged him for it? Took over 2000 euros in dental charges and refused to help him when he caught an infection because the teeth did not fit him properly. There must be a governmental body that I can complain to.
Dentures do not fit properly from the beginning but must be sculpted during several sessions and some points and pressure and limited mild inflammation can occur until the procedure is completed. Did this person just go on using them until he caused himself an infection?
You can complain to the Patients Rights Ombudsman.
