De-Registered and Now Seeking Re-Registration

Question

I was living in Bruxelles in Commune St Gilles and was granted residency,but had to leave the country abruptly to return to the UK in 2010. I have returned to Brussels now, to commune Ixelles and was at the commune office to register my new address today. I was told that I had been de-registered at commune St Gilles at the end of 2010, hence they cannot then register me at my new address in Ixelles. I was told to 1st go to Commune St Gilles to find out why I was de-registered. I think I know why,because I left the country for a long time so I may have lost my residence status. I am worried about going to the commune St Gilles first without professional advise as I think it might make matters worse for me. I am a Nigerian citizen,married to a British citizen for 10 years and formally resident in the UK with an indefinite leave to remain in the UK.My present Belgium resident card expires in July 2014. Please help

Do you have proof on permanent 5+ years residence in the UK? In that case you can live anywhere in the EU. But how can you have a Belgian residents' card if you left Belgium in 2010? If you kept the card, it would have been invalid from the day you left Belgium, so that isn't relevant. You need to now apply as a Belgian resident on the grounds of 5+ residence as the spouse of an EU national. I suspect you need to return to the get this proof, if you haven't got it already.
