I like the idea of a Dental Hygienist, but know they doesn't exist in France/Belgium.

What would be the best option in neighboring countries?
(Existence, price, flexible appointments)

All the work that would have been done by a NHS dental hygienist in the UK is done by my dentist here in Belgium, and her (very reasonable) charges are largely refunded by the mutuelle.
