Deregistering resident card of Belgium, Brussels (Louise Commune)
I don't really know the answer to your specific question (the email of your commune) but my friend also left Brussels/Woluwe and he de-registered from the Commune by sending an email with the new address where he is living now. He did not return the ID card because the Commune said they keep it on a "limbo" for additional two years in case the person returns to Belgium and wants to activate it again. (they gave me this info in person when I went myself to ask for info).
Try to Google your Commune and for sure you'll find some specific email address to submit your query.

You need to complete and return (along with your actual original residence card) a form "modele 8" available here:

There is no such commune called Louise.
Work out which commune you were resident in, either Ville de Bruxelles or Ixelles and return your residence card to their foreigners' department and do you tax return immediately.
Whatever opinion Louise residents may have of themselves, the whole Louise and Avenue Louise area could fall into 3-4 communes. you need to be rather more specific.
