Domestic bills

If the contract between the relevant service providers is only in one persons name then that person is responsible for all bills.
I am presuming that there is however at least one other occupant.
If this is the case, then a contract as to sharing the bills costs should be set up or alternatively add all occupants to the contract with the service providers.
