Question

Being interested in preparing desserts containing uncooked eggs I would like to know if it is possible to avoid the risk of getting infected with Salmonella. Are there any guaranteed Salmonella-free eggs on the Belgian market?

Practically speaking, you can't guarantee salmonella free eggs, unless you buy pasteurized eggs, and I haven't seen them on sale in Belgium.

However, as almost the entire population of the world regularly eat eggs that have Salmonella on them, and don't ever get ill, I'm not sure what you're worried about.

If you are a normal healthy adult, you can quite safely eat raw fresh eggs.

Just think of all those Belgians every day who use mayonnaise on their food, or eat américain with a raw egg cracked on top.

The best way to avoid food poisoning with eggs or any other food, is to eat it fresh, keep it refrigerated, maintain cleanliness in the kitchen and on preparation surfaces.
