The freedom to move to another EU country to work without a work permit is a right for EU nationals.
Non-EU nationals may have the right to work in an EU country or to be treated equally with EU nationals as regards conditions of work. These rights depend on their status as family members of EU nationals and on their own nationality.
Yes, they have right to reside in BE. I was in the same situation upon arrival here. My EU citizen partner came to join me and he did not have job at that time. We just signed a paper at the commune that he will not claim social benefits and that I (non-EU citizen) will be covering all expenses (medical expenses etc.).
But if you worked in BE before and have already your residence but lost your job, you are entitled to social benefits even.
