Is it possible for Non-EU parents of Belgium citizens to come over and live permanently in Belgium?

Is it possible? Yes.
However, every case is judged on its merits so you have to start by asking at your commune. The main question will be, 'Will they be (or become) a burden on the Belgian state?'
