Heating charges calculation

Hi,
I found out that my landlord has been rather creative in this respect, charging me with consumption for the months before I moved in.
Are there any resources which help to better understand the system of calculation, and how it is normally ensured that the tenant only pays for the heating during the time he has rented the apartment?

Do you not have a meter? That's the usual way people work out consumption.
You would start to become responsible for charges from the day that the rental agreement was signed whether you moved in or not.
You can demand a full detailed report of the charges from whoever the provider is.
