Help with registration

Question

I don't understand what i should do.
I am international student. I just arrived one week ago. I took an appointment with etterbeek commune and scheduled to be tomorrow. I am now residing temporarily in forest so what i should do?
I read some people say go to the police station and some say only commune
I can't get it

Go to the Commune in which you reside.
The Police will come and check that you live where you say.
The basic rule for nearly all problems is go to the Commune / Gemeentehuis.
Be calm and polite, try to speak French if you can.
I know the Etterbeek Gemeentehuis, patience and politeness go a long way. Initially they would only speak in French, but when they realised I had all my paperwork in the correct order and fees to be paid, suddenly they spoke fluent English.
Belgians love their bureaucracy, but if polite and respectful, it suddenly disappears then they are charming and helpful.

If you are a foreign national and wish to register as a resident in Etterbeek for a period of more than three months, you must go to the Foreigners Service.

During your visit to the Foreigners Service, make sure you have the following documents:
Your valid national passport with a D-type visa;
An attestation of school enrollment;
3 recent passport-size passport photos;
Administrative costs :
Issuance of an identity card (delay: 3 to 4 weeks): 22 €
Emergency delivery (3 days): 123 €

Foreigners Service mean service des Etrangers, which is localy known as commune. all such kind activities like changing address, new resident, issue of id card, lost id card are taken by Commune. so as you are new comer to belgium so you should go to commune with necessary documents, they will do the formality. When you register your self at commune they will take your home address and will forward your case to police so the police will verify your home address that you actually living at the given address. these are simple steps. Normaly in all procedure all kind office from commune and police are helpful and can speak english as well

With papers i will go to the commune appointment (when theybgave me the appointment that mean they've already informed that i am in belgium (not a separate step to be done) with my papers which i already have.
When i register the police will come to check my address.

Do you have an address in etterbeek? If not go to forest maison communale.

You never register with police ever only with maison communale

You register in the commune where you are living.
If and when you move, you re-register in your new commune.
You do not go to the police unless they ask you to; they come to your address to confirm that you are living there.
Finally, if you are a student, the admin department of wherever you are studying can advise you of these kind of things. It is one of the services which they provide for visiting students.
