IKEA Furniture delivery
IKEA certainly deliver although currently in Belgium you have to go to a store to order.
Check their website. The delivery service arrangement varies according to how far from the nearest store you are.
They most certainly do. Both things. And it's not outrageously expensive. Probably less than you would price 4-5 hours of your life.
price of delivery depends on the commune; last time we got stuff delivered to 1000 brussels was 30 euros; to etterbeek it was i believe 40 euros. And as somebody mentioned you get this information at the store. Not sure if you can call and ask. The assembly prices should be on the website for the piece of item you get.

We had a wardrobe delivered and some chairs to the schuman area about 6 weeks ago and as somebody else mentioned, it was 30 euros because it was the 1000 commune.
There was no minimal delivery charge.
This is a bit confusing. The prices I mentioned come from the Ikea web site: http://www.ikea.com/ms/fr_BE/customer_service/services/delivery_home.html. These prices apply if the goods are delivered to your home (i.e. carried up the stairs, for example).
I don't know if the web site is lying about the prices. JBMAC, did you by any chance use the Taxi service? I.e. you gathered the packages yourself, then took them to the taxi rank and the taxi took delivered them during that same day? Then the price ranges from 30 to 60 euros depending on the commune. Yes, in fact, when we checked the website, we thought the prices were too high, but a colleague said that she had paid 30 euros for the delivery, so we went to ikea anderlecht, and yes, we used the taxi service there.
You buy the stuff, then you go line up at this computer terminal where this lady tells you the estimated time when the goods will be delivered, you pay the fee, and then you downstairs where you drop off the goods at the "taxi port."
Of course, the only inconvenience it is that is a "shared service." As soon as they have enough goods loaded on their truck, then they start delivering and depending where you are, you might be the first one or the last one, so the time is not so precise, but yes, the goods are delivered to your house, same day, within a 2, 3 hours at most limit.
As far as taking the goods upstairs, you could "negotiate" with the driver to help you take stuff upstairs for an extra tip. That definitely can be done, but of course, depends on the driver.
