Can anybody tell me the quickest and cheapest way to transfer money into an ING account here in Belgium.? I have no account here.

From where do you want to make the transfer (i.e. from an account in which country)?
If you have a bank account in another European country it should be straightforward and automated (and I think free, at least in the Eurozone) using the IBAN and BIC codes.
