Massmechelen village shopping
If you're into last year's fashion - the sort of stuff that turns heads and people go "ooh!"... as in either "ooh - she could have got 4 of them at C&A and had change for a bag of chips" or "ooh - she must have gone to an outlet and got that cheap because she couldn't afford it when it was in season", then yes, indeed, it's going to be a good place to go.
Go for the day - you might meet someone interesting.

I don't know what a "stringent shopper" is, but you do realize what an outlet store actually is?
And it's now the sales, so the place will be packed, and they'll be selling the end of line / excess / out of date stock from shops that already sell end of line / excess / out of date stock.
Frankly, I couldn't imagine anything worse on a hot Saturday afternoon.
If you're looking for bargains, it's sales time.
Personally, I'd choose to spend Saturday in Antwerp (Belgium's fashion capital) rather than an outlet. It's easier to get to, and if you don't like the shops you'll still have plenty to keep you entertained.
