Monthly charges for appartment

Can anyone give an indication of what is included in the monthly charges for an appartment please? My charges include syndic fees, repairs, fonds de reserve, building insurance, water, hot water and heating. Obviously this makes the charges quite high but they cover everything except electricity. When we speak of charges do we usually include all of the above? Thank you.
