May 1, May 14 and May 25 are all Public Holidays in Belgium, as is Sunday May 24 (Pentecôte).
You should never assume that Friday May 15 will be given as a bridge day. However it is up to company policy. Most companies would give Friday May 15 in lieu of Sunday May 24.
All banks and government offices will be closed.
A small number of businesses will probably be working.
For shops, it will depend on where you are in the country, and what type of shop. But yes, the majority of shops in Belgium will be closed.
