Neighbour Complaints -please advice

Hi all,

My neighbour living below our apartment has complained that we make a lot of noise. I have a 2 yr old son who loves to go on his scooter. I don't let him ride it early in the morning (that is before 9 am) and late in the evening (after 7 pm). But still they complain.
I think it is a problem with the way this building is constructed. I can hear people walking with their heel shoes, watching tv and even people sneezing.
My question is, is there a time when I can let him go on his scooter which won't bring a legal complain, something like a public nuisance where we will have to pay a fine.
