Changing the address on car papers following a move

Could someone explain to me in simple steps how I can get the address changed on my car papers after a move to a new commune? Is this done by the commune or the police or do I have to go to DIV?

Just go to the commune and they will change it. However, it should be done after the police has passed by your address and you are registered with commune. They cannot do it if they do not have your new address in the system.
