Why would prospective employers (in want ads) insist that one of three required personal referees is from the current job? What is the rationale?

To see if you maintain good relations , implying that you fit well into a team.
Current jobs can mean even 10 years of service in the same company, if you give a referral from 13 years ago that is great but you would have matured after that. If you cannot, I would not be very worried...you can explain your reasons when they call you. Best of Luck!

References are very often only used to make sure that your CV is genuine and that you are working where you say you are working, doing the role that you state on your CV. An HR person would be able to confirm this.
