Let's say you have a car that has not been started for a while and now the battery is dead - and one of the tyres need to be inflated. I know it would be possible to sign up for something like VAB or Touring, but prefer not to have a subscription. Is there some kind of garage in Brussels you can call and who can come and fix these issues

Very small garages are likely to offer this service at a cost. From experience, the cheapest is still VAB or Touring who are multi brands and come faster than the average small garage.
Ethias have a car breakdown assurance -- it is a lot cheaper than Touring Secours -- but payment is for one year.
If you just need it to start - ask someone nicely for a jump start and buy one of the cheap cigar lighter powered compressors to pump up the tyre
Just ask nicely here and someone might be able to help you. If you aren't too far from me I'd be happy to help. A set of jump leads and a tyre pump is all we need and I have both. I'm near Montgomery.
