validity of passport for travel

Question

Someone with a double nationality (Belgian and non EU) has to travel (transit a EU capital) to his home country on short notice . His home-country passport is valid but his Belgian passport has expired. Can he travel with his home-country passport, his expired Belgian passport and valid ID or will he need to renew his Belgian passport first? Tried to call authorities at the airport but didn't succeed. Any information or where to get it will be appreciated.

If he is Belgian, then can get into anywhere in the EU with his Belgian ID card - he does not need a passport. So transiting via an EU country is no problem.

If he did not have dual nationality he could travel back to his own country on his valid passport issued by that country.
What, then, is the relevance of his Belgian nationality and/or an expired Belgian passport?
Unless I am missing something, you are seeing a problem where one does not exist.
I have dual nationality but do not have a Belgian passport. If I am travelling within the EU, I use my Belgian ID otherwise I use my passport and I have never encountered any problem whatsoever.
