Flat lease - is a garage part of the base rent or is it a "charge"?

Am about to sign a rental / lease contract ("bail") for an apartment as main residence. Is a garage fee part of the base rent ("loyer de base") or is it a "charge"? I cannot find any information about this on http://www.belgium.be/fr/logement/location/
