I would like to buy a phone for a refugee, is it possible to purchase an anonymous phone with a number and a few minutes?

Yes. Go to FNAC or Media Mart or Carrfour...or any phone store, buy any phone, prices range from around 30 euros up and then buy any pay and go type card, or base or whatever is available. Doesn't matter. The number will come with the card that you buy and if they want to keep the number they will have to keep adding mins to the same one. I think if the number isn't recharged for a year then they deactivate the number.
