Permanent residency

I am a non EU citizen and arrived Belgium on Professional Card in early 2012, the first professional card was issued for 2 years and my local commune issued me an ID card for the same validity i.e. 2 years (as mentioned in Professional Card) and I just got a renewal for another 2 years, so I wanted to know how long does it take to have a permanent residency in Belgium (5 years card if I am not wrong), some one told me that after continues stay of 3 years, I can apply for that, so if some one can guide the current rules on this ?

We were told we were eligible to apply after 5 years but that is as Americans on a permit that we have to renew every year so a different circumstance.

Yes this true, any foreigner (if I am not mistaken even EU-citizens) eligible for permanent residency after 5 consecutive years of residing in Belgium. So, as soon as you will have lived 5 years here you can apply for permanent residency and you will get the ID for 5 years.
