Precompte immobilier - Wallonia
I have a question about the reductions for children (non- handicapped). We are the owners of the house, and pay this tax, so we are the ones who can apply for the reduction.

that only the tenant can get the reduction.
L'occupant (propriétaire ou locataire) obtient une réduction de 125 euros, multiplié par la fraction 100 / 100 + total des centimes additionnels établis par la commune, l’agglomération, la province) pour chaque enfant non handicapé à charge.
So if I understand well we can apply for the reduction for the years we lived there, but not for when we moved out and rented out the house. Right?

Yes, that's right. If you are a tenant with children, you can also apply for the reduction, and the landlord is supposed to pay you the savings back.

You get the reduction already for the place where you do live.
My understanding of the rules as applied in Flanders - and I doubt that they are totally different in Wallonia - is that the reduction is based on children living in a property and granted to the person who pays the tax.
This means that an owner who lets out their property gets the reduction if their tenants have a child or children.
However, as stated in the first answer, the landlord is supposed to pay the savings back to the tenant.
