car insurance upgrade impossible?

Hi! I was surprised to learn from ING that once you downgrade from a full "Omnium" policy and skip the "own damage" for even a year, you cannot go back, since your car would have to be inspected first to prevent false claims on damage that may already exist.

This is supposed to be too expensive for banks and I verified that ING just doesnt do it.

I find it hard to believe that I cant ever go back now. Can you confirm this? thanks!
