Permit urbanisme for works in an apartment

In Belgium the law on property purchase is a bit strange. If the peron puts in an offer without specifying that it must have all associated planning permission granted then they have to buy it (or loose their deposit) without and then get it. If they state that it thier offer is subject to the associated paperwork being provided (plans match actual) then you have to get it. Belgium is a country of Buyer Beware especially in the property market. The seller is heavily protected once an offer has been accepted. Your choice. Do you take the risk you may have to go after the offer is received or go for the approach of if they do not ask then I don't have to do anything.

I recently asked my commune if we needed one to convert our attic and knock down a wall. They said we had to declare the works, but no permit as we weren't changing the volume of the house. Just go and ask. Mine was really nice. And my plans for my house don't match the urbanism plans from the people that built as they changed their minds after building started and for the above reasons the plans didn't have to be changed. I live in Wallonia.
