Beggars in front of Place Jourdan
While some cities in Belgium have made begging on the street illegal, Brussels is not one of them. In 2012 the mayor of Etterbeek initiated a measure that stated that in certain commercial and other areas of Etterbeek a maximum of four beggars per street is allowed, but I don't know if this was ever enforced (doubt that the police would find the time). In any case Place Jourdan is not one of these areas. So they are allowed to be there although of course they are not allowed to harass people. But I find that generally they tend to be non-aggressive. In 20 years I've never had a problem. Walk past in a rapid manner, don't make eye contact, don't engage with them in any way or acknowledge them, and they will leave you alone.
There are lots of organisations in Brussels that help homeless people, such as Samu social, but resources are limited and a lot of the beggars belong to organized gangs and don't even want any help.
There are two guys, eastern European accents that are 'living' in the doorway just next to Leopold Clinic on Rue Froissart. Not sure if it is the ones that you experienced brusselsme.
These guys are disgusting, peeing in the street, throwing rubbish everywhere almost permanently drunk etc!
Do not give these guys money, it will just go on booze.
They have been reported several times but they are still there today.
This sort of thing needs to be cleaned up!
Can't be any worse than around Rue des Tongres. Gets on my nerves and spoils my enjoyment of the area. Beggars plonked at regular intervals all the way up the street and usually someone sitting on the steps of Exki and in front of GB. I don't know why these businesses don't move the beggars along. Then, in the private car park further up, last week there was a Roma (?) woman + requisite pram standing right beside the ticket machine. I don't give them a bean.
