Best shop for using EcoCheques?
Depends on what you want to buy. It can range from lightbulbs to TVs, but they have got a lot stricter recently on what you can and can't use them on.
I don't think that iPads are on the list.
You can use them pretty much anywhere. You can buy beer or paint, new tires or oil. You just need to know where. One day Belgium will work out a system where employees can be paid with money and all the fraud around ECO and service cheques will vanish.
I know a pub that will take service or eco cheques. Just spent them where you can and use cash to buy what you need. Oh, and don't forget to make sure you check out places like BOL.com, Belgium is too expensive. Same day delivery if you order in the morning. ;-)
there are some places indeed that take them liberally and others that apply strict limits. so i'd go to Media Markt or wherever you want to buy your iPad and ask them. i spend mine at Delhaize, incidentally, they take them for all bio products. But BioPlanet won't take them at all. go figure.
As above you can go on sites like Vanden Borre and add EcoCheques to your options:

See more at: http://edenred.be/benefits-ec.php?product=ec
These will eventually be phased out and if they are available next year, liable to be a plastic card
You can very much buy an iPad with Eco cheques at media market, the one at City2 mall. I bought mine MacBook air last month, But they don't trade Eco cheques at all media markt stores. So call them and confirm.
Kreffle take them too
I know an upholsterer who accepts Eco Cheques! You can even buy reupholstered furniture with them: www.couleurcouleur.com
At Dame Nature (Woluwe shopping center) you can use them to buy anything ;-)
