I'm just wondering if we are allowed to put our white garbage bags out in dust bins as I'm getting fed up of having our bags torn to shreds and having to clean up after wards.

contact your waste company- depending where you live.
You then buy the dust bin directly from them- with/ without wheels etc/ correct colour for the rubbish and approved.
