English speaking lawyer in Tervuren

By lawyer, do you mean a notaris, to advise on and/or handle a transaction of some sort, or an advocate, to advise on and/or represent you in some legal action involving the courts.

I would expect the vast majority of notaris in the Tervuren area to be able to speak English, usually if they speak Dutch they can speak English.

The same will almost certainly be true of advocates, but note that you are likely to end up with a significant bill. Court action involving lawyers doesn't come cheap in Belgium.
