Question

Hi everyone! I am living here in Brussels, Belgium since February 2011. It is possible that I can apply an residence permit here? I have wife and 2 years old daughter here. Where can I go? What is the process? Thanks for your advice and answers...

You should have had a residence permit for well over 4 years now already.

Go to your local commune and register now.

J, I think he is talking about a permanent residence. My guess only.

Assuming you are a non-EU citizen, then it takes 5 years if you're on a work permit. On what basis did you stay here for 4 years?

Yes, I'm talking a permanent residence. Yes I am not from EU infact, I am from SOUTHEAST ASIA. I worked and declared for almost 11 months in one embassy with diplomatic id then my declaration was cut off because I have no longer an id now. I don't have also working permit and I want to get those. I have been here since February 2011 based in my passport with arrival stamp from airport immigration.
